Abuse of Authority, Breach of Contract.

The tenacity with which the majority of enforcements is carried out is like Shylock’s pursuit of his debt.
I'll have my bond; speak not against my bond.
I have sworn an oath that I will have my bond.
Representing or appealing it directly to the local authority is met with the same vigour and mostly intransigent to persuasion or mitigation..
There is no power in the tongue of man
To alter me. I stay here on my bond.
However, when revenue driven enforcements is over-zealous and righteous, prominent characteristics of the times, one can find many instances where the enforcer breaks other laws in pursuit of their target. As in the fact that enforcement does not confer the right upon the enforcer to breach the boundaries of the custom in abusing the citizen where he too has rights that are to be protected.Thus:

Tarry a little; there is something else.

This bond doth give thee here no jot of blood:
A PCN must not be enforced if invalid. Those qualifying conditions, for the present example do not allow for it to be either issued by a warden improperly attired, or issued in any other manner than affixing it to the screen or giving it to the driver. It must also be legible, with specific details deposed.
To pursue the revenue where invalid; KNOWINGLY, which is a predominant aspect in the majority of cases, is such an abuse as to punish the offender while consciously allowing one’s offences own to grow:

The essential abuse here relies on the cloak of ‘suppressio veri’ (suppression of the truth) and the often misconceived notion that size or title has an intimate correlation with conferring on the possessor the stamp of authority in argument, as in:

For my authority bears a so credent bulk
That no particular scandal once can touch
But it confounds the breather.
Shame is a function of discovery, where discovery is absent shame is little or non-existent, and the converse.
Discovery, shows the offender the nature of his offence

to hold, as 'twere, the mirror up to nature; to show Virtue her own feature, scorn her own image, and the very age and body of the time his form and pressure.

Crime does not pay? It does when pursued in this manner, with the sanctification of pretending to uphold one law, while breaking others. £6 million worth of penalties in London alone,cannot be all legitimate, in my own very infrequent experience, the irregularities sum up to approximately half. In those cases making the offence unrewarding is the only curb the law allows at present.
Financial penalties may be seen as draining the life blood of the individual without showing the bruises.

Meanwhile the leaders, Mayor, MP, councilors (save one) knowingly, look on without so much as a whisper of dissent. AND the Government of the day, wastes revenue on a year's long survey, that’s how long is needed to build the reserve and save them bailing the councils, suggests we may need a fairer system?
A ticket in 60 seconds, just about as fast as you can go. So fast the warden, in a hurry to creep away, didn’t FIX the pcn to the screen, Really? Yes, look at the evidence, the plastic holder, with the backing paper intact. It needs to be removed to fix it to the windscreen. Next he describes the pale willow gold car, as BROWN. Did he get the right car?

I had several breakdowns that day and stopped 15 yards from the car repair shop. Abrogating any tortious duty of care, in stealth, watching like a cat, rather than call out, and tell me NOT to stop on a traders bay, but move 6 yards forward, or backwards, he waits for his victim to turn the corner and runs to the car, detailing as fast s possible. The car trader’s member of staff, just retuning, asks him to stop, while he calls back the driver. “No, cannot do that”, comes the reply. I return 12 seconds later, the time it takes to return from the shop, and ask “what are you doing?” I say “you must be inhuman to do such a thing, you saw me, and didn’t even tell me to move, while I was obviously in distress, you calculated you could increase that and serve an additional detriment”. I asked what details he took down, and to show me his pictures, he points to the blue badge, and then shows the camera. I asked what badge details did he take, he replied “ The only one I saw”, I point out the other one, there were two, one expired and one valid, asking which one. He says he didn't know. I told him I am making a record of the conversation. He slowly departs, making up his notes. I look at the pcn, the car is BROWN, and I am looking at a different coloured car. Hypertension reaching a strokable window, I know because I begin to get nosebleeds, I return home to write a letter of representation. Weeks later I get a reply that the are going to enforce, because I was seen in a contravention. I look at some other tickets, not for me, or my family, they say identically the same, your vehicle was seen in a contravention, but ???? We are not going to enforce. I wonder why? I realise in a few seconds, they didn’t like my epistolary style of representation or the make of the car. Prejudice? NO, Unfait? No. I am disabled?
